Chief Operating Officer (Project & Operations)

Ir. Rostam Shahrif Tami

Ir. Rostam Shahrif Tami was appointed Chief Operating Officer (Project & Operations) in 2016. He currently oversees PROLINTAS’ overall operations for projects and operations under its subsidiaries namely Projek Lintasan Kota Sdn Bhd, PROLINTAS Expressway Sdn Bhd, Projek Lintasan Shah Alam Sdn Bhd, Projek Lintasan Sungai Besi-Ulu Klang Sdn Bhd, Projek Lintasan Damansara-Shah Alam Sdn Bhd, Sistem Lingkaran-Lebuhraya Kajang Sdn Bhd and Turnpike Synergy Sdn Bhd.

He holds a Bachelor of Engineering (First Class Honours) Degree in Civil Engineering from the Polytechnic of East London, England. He started his career in 1990 as a Structural/Bridge Engineer at Minconsult Sdn. Bhd. before joining Pengurusan Lebuhraya Bhd and later Malaysian Resources Corporation Bhd. He joined PROLINTAS in January 1998.

General Manager

Zakaria Shaffie

Zakaria Bin Shaffie, aged 62, Malaysian, joined Prolintas Group of Companies in September 2022 as a General Manager for Projek Lintasan Sungai Besi-Ulu Klang Sdn Bhd (SUKE). He was previously with the Ekovest Group, from 2013 up till 2020. As the General Manager (Business Development & Operation) and also a Project Director for Ekovest, he was involved in the implementation and construction of Setiawangsa-Pantai Expressway (SPE) and Duta-Ulu Kelang Expressway (DUKE) Phase 2. Previously, he oversaw all operational matters of DUKE Phase 1. He has more than 30 years of experience in the highway industry. Prior to Ekovest, Zakaria’s senior roles included being the General Manager (Traffic Safety Division) and as the Regional Manager (Operations Division, from 1988 till 2010) for Projek Lebuhraya Usahasama Berhad (PLUS Berhad). In his former roles in PLUS Berhad, Zakaria was responsible for planning, developing and monitoring the implementation of Traffic Management and Safety Strategies and also the Expressways Regional Operations in accordance with the company’s vision. His role included establishing and implementation of plans, measures to improve and ensure safety as well as quality service levels of expressways. As a Project Director for the construction of both DUKE Phase 2 and Setiawangsa Pantai Expressway (SPE), Zakaria has been tasked to coordinate all works involved as well as other engagements with the Authorities and stakeholders. Zakaria was also a Director of several subsidiary companies within the Ekovest Group. He graduated with a Bachelor Degree in Civil Engineering from University of Hartford, Ct. USA in 1987. His earlier years’ of working experience were with Kuala Lumpur City Hall (Dewan Bandaraya Kuala Lumpur) upon attaining his Diploma in 1981.

Senior Manager

Mohd Bazly Bin Said

Upon graduating from Universiti Teknologi Malaysia in 1994 with a Bachelor Degree in Civil Engineering, he began his career as Junior Tunnel Engineer with Balfour Beatty for Pergau Hydro Electric Project in Kelantan. He involved in the construction of a 4.0 km water tunnel for Sungai Terang Water Intake Station. He later joined Sato Kogyo Co Ltd of Japan as Project Engineer for the New Klang Straits By-Pass Toll Expressway Project in 1996 and responsible for the construction of bridges and utilities and services relocation works.

Later joined Ahmad Zaki Resources Berhad in June 1999 as Construction Manager and led a team to complete the design and build project, The Proposed Upgrading of Jalan Duta to Jalan Matrade Project until 2002. Left Ahmad Zaki Resources Berhad in 2002 to enhance his career with New Pantai Expressway Sdn Bhd as Technical Manager. Involved in the design and build of the New Pantai Expressway Project until 2006. Rejoined Ahmad Zaki Resources Berhad in 2006 as Project Manager for Projek Menaiktaraf Jalan Persekutuan 3 dari Kuantan ke Pekan until 2009 before being assigned to EKVE Sdn Bhd (a subsidiary of Ahmad Zaki Resources Berhad) as Senior Project Manager to lead the first toll highway project for the group, from 2009 until 2016. Involved in the project development stage, alignment design and approvals until the finalization of the concession agreement.

Left to join Muhibbah Engineering (M) Berhad for a new challenge in 2016. Involved in the preliminary works for road and infrastructure projects set up in Doha, Qatar and provides technical supports to Muhibbah Engineering office in the Philiphines as well as appointed as Project Director for Design and Build of Noise Barriers for LRT3 Project.

Manager

Ir. Mohd Faizal Atan

Ir. Mohd Faizal Atan, P.Eng and C.PEng, pursued his tertiary education at the University of Portsmouth and Heriot Watt University, United Kingdom where he obtained a Bachelor’s Degree (Honours) in Civil Engineering and a Master’s Degree in Construction Project Management respectively. He later obtained a Certificate of Civil Engineering in Intelligent Transport System from Imperial College London.

Faizal is a registered Professional Engineer with Practicing Certificate from the Board of Engineers Malaysia, a Corporate Member with the Institution of Engineers Malaysia (IEM) since 2007, a Chartered Engineer with the National Engineering Registration Board of Australia and a Chartered Professional Engineer with the Institution of Engineers Australia (IEA). He is also an International Professional Engineer with EMF and a Corporate Member of the Asia Pacific Economic Corporation (APEC) Engineer.

Faizal started his career in the construction field with Peremba Holdings Sdn Bhd in 1998 for a year before moving on to Minconsult Sdn Bhd, a leading engineering consultancy firm in Malaysia. His role as the Deputy General Manager for Bridge & Marine Division at Minconsult included planning, management, coordination, liaison, project proposals and design control to clients. In 2017, he joined PROLINTAS, a highway concession and was task to handle the SUKE project.

He has extensive experience in multi scale infrastructure projects which involved the construction of highways and bridges such as PLUS Highway Widening, East–West Highway, East Coast Expressway, ECERDC Bukit Kuang Bridge, Kuantan Bypass Highway and Pan Borneo (Sarawak) Highway. He was also involved in railway projects such as Petronas Kuantan–Kerteh Railway, Ipoh–Rawang Double Tracking Railway, Ipoh–Padang Besar Double Tracking Railway, Kelana Jaya LRT Extension and Petaling Jaya – Port Klang LRT. Involved in providing expertise as Independent Consulting Engineer (ICE) for reviewing Penang Second Bridge Crossing, Security Printing Plant in Bukit Tagar & West Port Container Terminal 3 Project and also involved in the Feasibility Sudy and Preliminary Design for MRT Line 3 Project for Mass Rapid Transit Corporation and High Speed Rail Kuala Lumpur – Singapore Project for Ministry of Transport.

At the international front, he was assigned to manage the Campbell Bridge–Mulgowie Road Project in Brisbane, Australia for the Department of Transport Main Roads (DTMR) and also provided engineering design support for highway rehabilitation projects in Afghanistan from Balkh to Andkoy (182 Km) and from Kandahar to Spin Boldak under Asian Development Bank (ADB). He also involved in the Road Employment Project for Settlement and Integration of Returning Refugees and Displaced Persons of Afghanistan (a joint venture with Sheladia Accociates Inc. USA), National Trade Corridor (NTC) Khanewal – Lodhran Expressway Project in Pakistan and Jakarta LRT Phase 1 Project from Pengasaan Dua to Velodrome, Indonesia.

Manager

Zairulnizam Rohani

Zairulnizam Rohani graduated from Universiti Teknologi Malaysia in 2003 with a Bachelor Degree in Civil Engineering Management (Honours). 

He has 18 years of experience in the construction field especially in International Airport Development and Road & infrastructure Construction.

Encik Zairulnizam started his career as a Junior Project Engineer attached to the Project MRR Seremban in 2003. The road and infrastructure project was managed by KTV(JV) Sdn Bhd. He was also involved in the challenging construction of upgrading a live airport (International Melaka Airport) with Uni Integrated Sdn Bhd in 2007 where he was responsible for the construction of facilities, runway and the main terminal. 

Apart from these, he also managed the Runway Extension for the Melaka Airport in 2009 as a Senior Project Engineer. In 2010, he undertook the task of designing and building the Banting Polytechnic as a Construction Manager. He later joined Vet Sdn Bhd (VETSB) in 2011 as its Project Manager and oversaw the mix development construction at Nusajaya Development, highway maintenance at Senai Desaru Expressway (SDE) and maintenance at the Water Treatment Plant (PUB) Singapore. 

Encik Zairulnizam joined PROLINTAS in 2019 as part of the SUKE project management team. 

Manager

Mohd Aswad bin Md Noor

Encik Mohd Aswad bin Md Noor graduated with a Bachelor Degree in Civil Engineering from the Texas A&I University in 1990.

 

His career began as a Site Engineer with ABL-Energoprojekt JV for the North-South Expressway (Package 6A+B1) in Penang. He later joined Caltex Oil (M) Limited as an Assistant Terminal Superintendent overlooking the overall Caltex operations in the Northern Region until 1997 in which his scope of works also included construction of new service stations.

 

He later left Caltex Oil and joined Hayana Sdn Bhd, a Penang-based Bumiputra Contractor, as a Project Manager where he was involved in various projects for Pihak Bekalan Air (PBA) Pulau Pinang and Penang Development Corporation until 2000. He went on to Perunding JPNS as a Resident Engineer for the construction of Institut Kemahiran Belia Negara (IKBN) Wilayah Utara until its completion. In 2002, he joined DRB-Hicom Berhad as its Regional Construction Manager and managed the construction of the Electrified Double Track Project (EDTP) Ipoh – Rawang.

 

Later in 2004, he joined UEM Construction Sdn Bhd (UEMC) as a Senior Project Engineer for the same EDTP project until its completion in 2006. He was later promoted as a Construction Manager and transferred to Penang for the construction of the Penang Bridge Widening (PBW) Project. Upon completion the project in 2010, he was promoted as a Project Manager and was sent to India until 2012 to develop the new Sushant City in Lucknow and multi-storied rehab buildings in Mumbai. He returned to Malaysia in 2012 and later was sent to Indonesia in the same year as a Project Manager for the construction of Cikampek-Palimanan Toll Road (Cipali) and oversaw the project to its completion in 2016. He later left UEMC and joined Lebuhraya Borneo Utara Sdn Bhd (LBU) as a Construction Manager for the construction of the Pan Borneo Highway Sarawak until 2020.

 

Encik Aswad joined PROLINTAS in 2020 as part of the SUKE project management team. 

Manager

Muhammad Abdul Fatah Bin Shaik Fari

A very analytical and detailed-oriented professional with more than ten years of experience in leading and directing overall health and safety-related operations. After a one-year experience as a safety, health and environment (SHE) executive in 2012, Fatah has taken a step forward in his career to join VSL Engineers (M) Sdn Bhd specialising in Quality, Heath, Safety and Environment (QHSE) up until May 2015, which is prior to his transfer to Qatar with VSL Middle East LLC to become a QHSE Regional Officer leading all activities related to occupational safety and health (OSH) management system for Bridge-Launching and SBG Erection. Fatah has received the best SHE Staff and Management Award at Qatar – Lusail City Site for delivering exceptional performance. He has then back to Malaysia and become a Safety and Health Manager for MRT Line 2 work package beginning from October 2017 to May 2018. In 2019, under Tunnel Safety Operation, Safety Enforcement Team and Advance Work Safety, Fatah has worked for MRCB George Kent Sdn Bhd as the Safety and Health Section Head for the LRT Line 3 project. Today, at PROLINTAS Group of Companies, Fatah is the Manager – Safety, Health, Environment, Traffic and Security and the project team of the SUKE project. Among the other professional qualification and certifications, he has achieved over the previous years are International Safety – National Examination Board in Occupational Safety and Health UK (NEBOSH), Certified ISO 45001 Lead Auditor (CQI & IRCA), Green Book Holder – Department Safety and Health Malaysia (DOSH), Certified Safety Professional from Association of Safety Professionals (ASP), USA, and Occupational Safety and Health in Construction Industry (Management) (OSHCIM) – Principal Designer and Designer Competency.
